Republican political asymmetry is making all those Obama era compromises look really stupid. Democrats calling for a “return to bipartisanship” also sound very stupid right now.
I basically agree with him about the 2009-era stuff (ACA, Dodd-Frank). But after 2010, there wasn't much to do congressionally but compromise.

Trump is proving that isn’t true with what he is doing at agencies like ICE. Obama increased enforcement as a road to compromise on full reform, which in retrospect completely misread the opposition.

You have the opposition you have, not the one you want to have. If they are not interested in compromise you’ll never find compromises and if you don’t use power when you get it and they do you only lose over time.
