This PR adds the first bit of Rust (compiled to wasm) to Glimmer. All tests pass in Chrome and Firefox, investigating Edge and Safari.

Also, won't JS Bindings for wasm make all of this far faster (in the case that any apis have to be touched)

We're not relying on JS Bindings, because they're not in the near term (and we want to ship), but yes, it should make chatty things better.

Awesome. I'm really excited to see this work materialize. We have huge bets on WASM. And if I have any say using Rust in not only the webpack buidtime code, but also it's general support for things like seen in this PR.

One thing I wanted to spin up a chat down the road with you Mr Katz is how we plan on parsing and splicing and concatenating WASM modules ourselves (similar to what we do with js) which may ask a bit of flexibility from cargo (beyond it's conventional nature).
