Where? Typically even with one ISP the high-cost options are "really unlimited" and I'd expect that to keep being true. "low cost" was certainly an overstatement. I really meant "anything other than the high-cost (and unaffordable to many) options"

Norfolk, VA. 1 mile from downtown. 1 ISP - Cox Cable. The high-end option is not "really unlimited" and moreover doesn't deliver what it says it delivers. Expense of retrofitting broadband infrastructure into old cities makes monopolies a common issue.
