Napolitano already ID'd many of key problems (http://ylpr.yale.edu/sites/default/files/YLPR/33.2_policy_essay_-_napolitano_final.pdf …); but realistically, in her position, has little choice but to resist.

Make the politics argument at greater length in the book. Evidence circumstantial but seems to me persuasive given timing of guidance.
