      the reason it needs the W3C is that *the W3C is creating the circumventable technology*. Rarely do you get get the chance.

      That doesn't require it to be at W3C. Nothing prevents a community-driven covenant.

          I don't understand your point. Somehow the W3C could convince 400 companies to sign something but we can't get the same for small n?

          W3C had carrot of EME as Recommendation. We have neither carrot nor stick. DRM vendors oppose any compromise for security research/fair use.
