IMO evolved committee norms and processes have more impact on the success of consensus. Node also claims to "seek consensus" but votes more.

I personally don't think "only vote if you really need to" is very helpful. I've often been surprised at what happens if you keep trying.

Im not sure a platform voting consensus (term remains abstract) on every change is realistic. Call new votes with goal of overturning.

Yes, consensus vs. majority is a big difference. It's why "voting" is the wrong terminology to explain the TC39 process.
