In fact, the things we measure are probably not where the low hanging fruit is.

Once you measure something, you very quickly pick the low hanging fruit. Then diminishing returns. Measure something else at that point.

Measure what is meaningful to measure. Keep improving metrics to better correlate to actual goals.

If you run out of things to measure, sure. But prioritize measuring things that are likely sources of low-hanging-fruit over grinding.
