I believe the sole role of government is to enforce protection of natural inalienable rights, and yes, enforcement of private contracts.

It's by Paine. The basic idea is that cultivation gives rise to property rights, but steals the property from other natural rights.

As a result, the deal is we enforce property rights in order to encourage cultivation, but the cultivators owe a rent back to the commons.
