I've never seen it happen because even though there are shared incremental goals, the long term goals are pretty different.

Sure my rent would go up if a national prop tax replaced income tax. But I'm sure I'd still be paying a lot less.

A national property tax would be extremely progressive.

You could also do things like taxing commercial property more or other things to move the burden to capital owners.
