I've never seen it happen because even though there are shared incremental goals, the long term goals are pretty different.

Think he means more like—the rich _already_ consume a vastly smaller % of their paychecks than the poor & middle class.

Percentage doesn't matter when you're making multiple millions of dollars unless you spend like a Platinum rapper

Right - so when rich are only spending a small % of their income, they benefit hugely from consumption taxes vis-a-vis income tax.

I'm not confident this strategy could be implemented in a way that keeps net taxes level or higher for the middle class.
