I find, that's where most PIPs stem from. Not knowing manager expectations. Every PIP I've done is when I failed an employee. Which sucks.
I'm basically fully in the same boat, across the board. Looking for ways to talk about it clearly

That's fair. In pre-PIP I tell them, very clearly, you're not meeting goals, here's exactly what you need to do, we'll discuss this weekly.

The irony is that you have two stages (pre-PIP and PIP) and normal companies have 0 (PIP is a formality)

Yeah. Companies need to change their behavior. We do a good job at Udacity and constantly improving this.
