Would somewhat agree, but decent amount of legacy or side effect only script dont care. Auto strict however...
2/2: standalone scripts. It just doesn't wash to say that .js has only ever meant <script> given node, or only CJS given web.

That also matches how browsers behave, specify it's a module at the entry point and not infer based on the extension

Depends. CLIs don't "have to" infer from the extension. Things like Webpack etc. don't.
