Cargo just assumes that if you ask for "1.2.3" we can give you "semver compat with 1.2.3" very npm'y ;)

1.2.3 in npm means exactly that, no ranges. I needed to add = in cargo to get exact pinning.

JS dev w/ no Rust experience: having "1.2.3" mean "1.2 with patch 3 or higher" is v. surprising
