I don't think it's two systems -- it's just that `use` is a combo operation.

the benefit of the shorthand outweighs the symmetry with inline `mod`.

I mean old code (and ppl who hate this) will still use explicit mod & there will be two dialectd

we'd deprecate `mod` on the grounds that it's superfluous with the existing lint.

you can think of a `use` pointing at a not-in-scope module as doing: mod name; use self::name::rest;
