I don't see any evidence that the mandated background check is more thorough. Interested to find out tho.

my understanding is that it checked more sources and used more pieces of identifying information (fingerprint)

The PoC issue seems very real. "were you ever arrested" is a mega-discriminatory metric.

It just mean people with an arrest (but no conviction) record will find it difficult or impossible to drive for a TNC.
