I've been noticing that Google prioritizing AMP articles on mobile search results has been degrading the quality of the top results.

AMP pages don’t rank differently. Sadly not a lot we can do, we can’t force only quality content to use AMP..

of course, there’s an indirect fx: If more people click on faster AMP pages, that page could naturally start to rank higher.

AMP pages load fast because Google is cheating ("cheating"?) by preloading parts in the SERP. Does this help ranks?
