does it mean that cargo and gem teams might reconsider their stance on gemfile.lock and cargo.lock files?

I can't speak for Bundler, but I didn't think Cargo had a notable stance on this that could be changed...

I think that *if* a package manager ignores a .lock file for indirect dependencies, libraries should check it in, yes.
