I would probably view these things more as indicators than strict tied-to-money concepts.

They are meant to indicate to managers whether the team is functioning well, and if not, how to get there.

I usually take a look at https://wycats.svbtle.com/theres-a-tremendous-amount-of-craftsmanship-between-a-great-idea-and-a-great-product … and ask myself what kind of team structure would motivate it.
