Basically, there's less of a process, so browser vendors can pick whatever they like with no reasoning.

Instead of giving more people a seat at the table w/ formal rules, coopt the outsider process and ditch the formal rules.

formal rules and processes are one of the few ways people on the outside of a broken system can gain a foothold.
