we have been having trouble mapping our billing structure (Heroku's!) onto what you require for add-ons.

we haven't been an add-on for years due to this problem, and were revisiting the question last planning mtg.

(fwiw the fact that we're still not an add-on is proof that we're not just whining but actually a lost user)
