if not surprising, perhaps a reason the US may fare better re: Trump than Britain fared re: Brexit :)

it's shocking to me that the treaty allows brexit. The US required a war to attempt it, and never again.

big sticking point appears to be, if other members of EU don’t agree to exit plan in 2 years does that mean UK can’t leave?

one other thing, the preamble you quote is a signing document, not a preamble in US sense (setting out scope)
