What's a good way to describe package managers like bundler/npm/cargo/cocoapods contra package managers like apt-get or yum?

@izs Many "package managers" can't do updates (when transitive deps are involved) at all! Even npm is still kind of bad at it. -
@wycats it's *really* hard to get that right, it's true. and i spent 4 years obsessing about this *before* writing a package manager :) -
