What's a good way to describe package managers like bundler/npm/cargo/cocoapods contra package managers like apt-get or yum?

@wycats Well they're definitely related: As a user/sysadmin running a package, do I get dependencies from apt or npm, etc? Not always clear. -
@mcpherrinm if you're installing a package for system-wide use, use apt-get. If you're building an app, use npm. -
@wycats the distinction doesn't feel big to me when I'm on a single purpose or single user machine. -
@mcpherrinm it is very large. Systems have to remain globally coherent. Applications only need to be locally coherent.
