Even if true, what do they think this tells *good performers* who experience sexual assault? Does it tell them that they should report it to HR and it will be taken seriously? Of course not.

What I meant by this is that performance has nothing to do with it. "bad performance" is no excuse for sexual assault, and no excuse for management to ignore accusations.
