But the number one cost to load a page is JS. JS payloads are the main cause of slowness based on time spent, and a majority of the JS people ship is dead code (global average is about 50%). So yes, JS is related to the main problem.

The time for each framework to maintain its own bundler is at an end. That doesn't mean frameworks shouldn't have CLI tools, just that they should offload the bundling step to a bundler that is appropriate for the user's requirements.

Every framework did, some frameworks still do a lot of "bundling" before handing off to a standard tool.

Yup Ember and Angular have probably the most custom build/bundling Code. But preact and Vue also have FW maintained loaders (used in 1st party CLIs) and more to improve FW bundling/tree shaking. Still not perfect but improving.
