If something happens all the time at what point is it systemic. I guess if disabled people and Uber drivers had some kind of dialogue we might find out who is actually at fault at causing these conditions. Guess who's POV is missing from all these discussions????? Drivers

No. There is no "who's at fault?" in the question of "are you or are you not following the law and accommodating disabled people?" I can't believe I actually have to say this, but the disabled person is not actually causing problems by existing and having needs.
