Is there a reliable way to gather time statistics that take into account what else a machine was doing? If I pull a new build and it takes 3 minutes, or I compile all a solution and pull a build at the same time and it takes 5 min. My telemetry currently is just 3 and 5.
Maybe measure more granular things and look at throughput instead of total elapsed time?

Unfortunately for my context granularity is unknown. Could be. A .2ms operation or a 40s operation. If I could query “how long was this thread swapped out” it would help a ton.
