I think it would help a lot with this 'casual harassment', there will always be people who put the effort in to change ips
I like the idea of a global karma/rating system for twitch chat that channel owners could participate in.

Regardless of solution I feel strongly it's a problem worth putting effort toward solving. Shit sucks.
