Too many people re-uploading old raids and their reports get bigger and bigger and bigger.

@ww @tamenctr So many people have 4GB log files and have no idea why logging stops working etc.
@KihraOfTemerity @tamenctr Can change it to truncate on open like other logs in that folder. :)
