Not at all. Have you been there? As for cyclists...I don't think it's a great option for those hills anyway. That's why the tram is there.
Rather: the tram is just wide enough to fit in the street :) the street came first here, I think. Riding those trams is lovely, and practical (beats walking around Alfama and so on if you're tired or in a hurry)
That's actually quite dangerous. In Portugal tiny sidewalks are usual thing. Yet public transportation is very convenient. Especially metro I find even better in some aspects than in Russia: coffee shops, elevators (!), background music.
I did not find these streets dangerous. The trams announce when they are coming around a turn and there is very little (or no) other traffic. Tiny sidewalks are the usual thing but in these neighbourhoods you can walk on the street when a tram is not there.
