The veiled "this isn't an issue" explanation just doesn't pass the test of what people see happening in SF. Stores closing while shoplifting up (likely it is increasingly under reported) and a DA that isn't focused on property crime will all end up lumped together.

People under stress make mistakes & misremember things, so the prudent thing would be to investigate & see if some real increase is contained within people estimates.
