What does literate mean? Read and write English? Native language (How many countries does this span?). I'd also argue that the definition of literate needs to change depending on the specific region one is looking at.

I wondered the same thing. Best guess would be WWII effects disrupting education for big swaths of the world, but I didn't find any easy-to-digest evidence of that.
