Nothing wrong in this, when ppl are running away from facilities and exposing thousands of others. This way they’ll stay home. It’s the same as being stamped at a nightclub. Get over it.
It’s definitely NOT like being stamped in a nightclub. This is asking for the public to watchdog for marked offenders - ppl is going to get killed by a mob of do-gooders.

JUST IN! 4 passengers deboarded from Garib Rath train (Coach G4-G5) at Palghar station when passengers raised alarm & Ticket Examiners noticed 'Quarantine' stamp on their hands. They had flown from Germany & were headed to Surat. They were handed over to medical authorities.

This will never make them stay home again but these person's can be identified by checking. For sure they will hide it.

Why are people “running” from facilities? Are the conditions that bad? Is there humane care and decent food? Seems odd to me.
