Up to a point. It shows that they are capable of doing something given the right motivation, but it doesn't have to deliberate otherwise. Never underestimate the power of bureaucracy and laziness.

What we need are anti-SLAPP laws designed for penalizing bad-faith challenges to environmental reports and zoning. Because it can go wrong the other way, too. The ADA ramp to nowhere blocking my friend’s driveway comes to mind.

like so many other things, it is neither a technical problem nor a problem of available space - it is simply a political (e.g. power) problem where the private (cars/parking) is valued over the public (pedestrian/cyclist).

It’s not even necessarily reducing the number of parking spaces..bike lanes might instead remove an underutilized traffic lane, especially if they are “parking-protected”. Bike advocates should tone down the “we’re coming for your parking” angle a little.

Installing bike lanes on existing roads is also, as of December 2018, exempt from environmental review under the California Environmental Quality Act. So, no more excuses!
