there's a few of these on youtube. Most use a rubber pinch wheel and stepper motors, some use the sproket from a pick and place feeder. Either way, you have 2 harder challenges: (1) Cutting the tape, wtih a blade that doesn't blunt (2) Marking the tape to name the component.

I would have used a simple guillotine style paper cutter. Just tape a stop block at the right distance from the blade. Happy cutting!
