key is only released if dead mans switch is triggered, otherwise it follows their planned release schedule.

This is not a deadman's key kinda thing. It is an encrypted file, if changed/altered/edited, the code won't work.

I have decoded the file, but without a password, it won't allow access. They gave the encryption code, not the pw.
