I once had a chip in 96 ball MicroStar Jr package, and the component dense board used via-in-pad. I removed the IC and then accidentally tore off a critical pad. I went to such a shop, described the problem and the correct chip placement. I asked them to reball and solder it. /

one hour later, I got the board back, and it booted fine, meaning the pad got connected! the worker who did the job told me he "pressed on top of it while reflowing to get the ball to contact the via". I think I paid $20 for that repair

you might have to bounce across a few shops because they miss the required BGA stencil, or because they think this is too weird; the phrase "I'll pay you however much cash you think this job is worth whether the board works or not" goes a long way fixing the latter problem

I remember I reflowed the 7950 gtx GPU for my laptop in my oven about every six months when I was in school. Took about 3 hours to do vs. the 6 weeks it took a local shop.
