This isn't anything new. In any internet forum, going all the way back to Usenet, the overwhelming subscribers lurk with only a very small minority contributing in any real manner.

Yeah, but those 1% include all the opinion writers, most professors, celebrities, politicians... So while this may not reflect the population, it definitely reflects the political and thought leadership
