      Ireland never had postcodes until recently, just launched http://www.eircode.ie  with unique code for each house.

      There had been a lot of resistance to it, but Ireland has a big rural population that needs it. Needed for emergency services also.

      In the US, the emergency service 911 now uses GPS and cell tower data to triangulate emergency calls from mobile phones.
