Isn't the issue that W3W want to charge them though?
Our app & site are free for all. We charge business - automotive, logistics, taxis, asset mgmt etc - who integrate our code into their own services, a fee, just like any other address verification or geocoding company. We don’t charge emergency services, NGOs or charities.

So yeah for this application of couriers it'd cost them money. And really provide them no benefit apart from joining in with a fad.
