Based on that article, sounds like there was a error(typo/spelling) between the walkers and rescuers. Seems the rescuers did work out the right location from the what3 in the end. Sure OS is an established system but both OS & what3 will fail if letters/numbers miscommunicated.
Similar what3words combinations are placed far apart so typos & errors can be identified and corrected. This sounds like a good demonstration of this with the operator able to work out the precise location.
