That still relies on a data connection to follow the link, not SMS The emergency services call centre should be using the SMS location capability that is embedded within iOS & Android not relying on a proxy

Sending a link to a web page by SMS is not an “SMS solution” How do you identify and share location without a data connection?

There’d be a 999 call in progress between the 999 control room and the person recording the emergency Steven. There are also ways to establish a two way connection without the need the voice call. The sms just initiates the user to load the right page.
