A simple workaround is a text message containing a link to a very basic webpage that uses geolocation to provide the w3w address server side. I have built this so know it works and is crazy good on a crap connection

That still relies on a data connection to follow the link, not SMS The emergency services call centre should be using the SMS location capability that is embedded within iOS & Android not relying on a proxy
