It will be Tilion, “the man in the moon” maybe they mix some things and maybe will be an Istari but if we take a look to this poem from the hobbits it has to be Tilion or domeone that acts like him but with other name. I think we can see or very clear in this text

The argument against that is that the showrunners have talked openly about Bilbo's man in the moon poem inspiring the Stranger. It would be weird for them to just reveal it in an interview like that.
