Isn't it possible to just say that software is getting slower, and hardware isn't improving quick enough to show any noticeable difference in speed. This makes no value judgment on why that is.

broadly speaking, this statement is not true. please find some hardware from 20 years ago and use it with contemporary software to understand why

I think a lot of contemporary software is objectively better in almost every way from older software, don't get me wrong. The thing is that most users don't see that.
