Keep in mind that someone using this would already know what Wget is and have an idea of how it works. It's a tool for power users.

Yes. In short: it’s a goddamn mess. You have to read everything just to figure out where any of the options are.
It’s not organized in any kind of reasonable way, it’s visually dense for no good reason, and probably a hundred other big and small things.

Rarely used options should be hidden behind "hints" (menu items, tabs etc) for when they're needed. UI should lead (or prompt) user through "typical" workflow rather than user having to search all options to see what must be set & what can usually be ignored.

All of those things are great for new users, but they also make using it frequently less efficient.
If it's badly done, then yes, but done well it should still work well for frequent users. But if you put roadblocks in the way of new users, you make it much more difficult to become a frequent user.

wget is not a commercial or fun product, you use it because you need it. You become a frequent user for the same reasons.
For me this UI is what I expect to see for this kind of tools.

A good design would make it more efficient for new users and power users alike.
Take the “save to custom dir” part: why is that a text field AND a checkbox?!

You can set the directory once but not use the option each time you use this tool.
