I don't mean to be flip in a 90's kid sort of way... but one does not develop nukes and then just get rid of them. What is surprising, I guess, is that I expected the DPRK to keep the ambiguous charade up a bit longer, drag it out a bit more. I wonder what changed, if anything.

South Africa is probably the better example.

Though South Africa's investment was probably a small part of what North Korea's have been. (South Africa never made ICBMs, and towards the end of their program their annual investment was just a pittance.)
