Glad to see North and South Korea making what appear to be earnest efforts to reduce tensions and short-term possibility of war. But let us not forget history: DPRK strategy has long been one of oscillation between good and bad relations with regard to ROK.
I put "Moon" under "whomever" in this case, for whatever that is worth. (And in my experience in looking into the history of states, nothing at all is "obvious" behind what makes things like this happen. It could be Dennis Rodman for all we know.)

To be fair, American media gives almost no attention to Moon, so if you're not reading Korean news or good western reporters in East Asia, I'm not sure how you'd even know.

Perhaps the talks wouldn't be happening without some conditions set up by Kim and Trump, but we know it was Moon who invited the North to join the Olympics and Moon who worked to get US and NK officials to meet there.
