General Leslie Groves did not approve the speech. James B. Conant called the draft “much too detailed, too phony, and highly exaggerated in many places.”

(If you are interested in speech drafts, etc. the Bush-Conant File is invaluable. This was one of the matters of the Interim Committee so they spent a lot of time on it.)
