Starfish Prime (1.45 MT, 1962) and Teak (3.8 MT, 1958) high altitude nuclear tests didn't do much EMP damage. EMP FX were sporadic damage of appended electronics, not any grid damage. Yet it wasn't really tested at higher altitude than ~794 km (493 mi) with >1.5 kt yield (ARGUS).
Another issue not tested by nuclear weapons is the effect on continental grids. Pacific tests were over islands. Imagine 1859 Carrington Event solar storm EMP surge that caused telegraph machines to erupt into flames, in our time. EMP is real, but not truly tested for our time.
Can't use an EMP without triggering every nuke warning system. Until they can deploy another way it's like having a gun shaped knife.
